Honestly i havent played this in years just because the installer doesnt add it.
Which version(s) of PhysX do you have installed?

You can have more than one version installed at the same time, I have just tested installing first an older/legacy and then the newest and then the newest first and the older/legacy - no issue but it could be something to test.
I have also attached the oldest version I have.
I get that one when I install with Bitraider, so assume that is the version you have tried.
During going over the above and testing, I started the botraider installer (I removed the legacy physx and left the newest)
It seems it actually did not install the legacy physx
My guess is it is due to the newest already installed, so as suggested above the order in which physx gets installed may be the issue.
Bitraider does install it, normally - I cannot remember I have experienced physx not getting installed.

There is a new installer/patcher/installer coming.
So far I have only tested a version which downloads gamefiles - not the dependencies and installs them.
A new version should be around the corner.
Work got holded as focus was forced to an issue (during which further funtionality of flags and sails got restored)
Bitraider stores the physx install-file here
So the files there and double click starts and updater that aborts because newer version already installed.
Launch game errors out with : Pirates of the burning sea cant initialize physics engine.
physx library missing. please visit http//burningsea.com/physx to download.
Which just returns as a dead link.
And before you ask, this is a fresh install as of midnight. You can check this chars last login and thats roughly how long this problem has existed.

I have confirmed that with a newer (in this case version 9.19.0218) PhysX already installed - then the legacy PhysX version 9.10.513.0(currently delivered via bitraider) does not complete installing.
Legacy PhysX version 9.13.0604 does install.
